Kelli Russell is the Operations Manager at Safety Compass with over twelve years of experience working with at-risk youth in residential and custody settings. Kelli has been working with Commercially Sexually Exploited Children (CSEC) throughout her work as a juvenile detention officer in both Portland, Oregon and Vancouver, Washington. Her work includes developing and implementing a screening instrument, InterCSECt, used to identify risk factors associated with CSEC and connect services.
Kelli has worked closely with law enforcement and community resources to establish a network of support for victims and holding offenders accountable. Kelli has created and delivered trainings to law enforcement, juvenile court, social service agencies and advocates on the issue of CSEC throughout the United States. These trainings addressed victim identification, establishing advocacy centered multidisciplinary referral protocols, and survivor informed intervention strategies.
Kelli also provides consultation to juvenile custody agencies in policy development and establishing trauma-informed responses within the juvenile justice system. After earning her Masters in 2015, Kelli teaches on the subject of human trafficking as an Instructor in Portland State University's Criminology and Criminal Justice (CCJ) Program.
