NOTICE OF INTENT TO SOLE SOURCE
Oregon City School District #62
Based on the finding of facts stated below, Oregon City School District #62 is pursuing a sole source procurement with Withycombe Scotten & Associates for facilitation, planning, and coordination of projects as related to long range capital planning for a future Bond 3 Measure.
The purpose of this notice is to ensure compliance with applicable procurement regulations and guidelines as stated in ORS 279B.075. Our decision to pursue a sole source procurement is based on the following fact finding justifications:
No other known independent key facilitator focused on k-12 public school districts in the Pacific Northwest, thus preventing conflict of interest with architect firms and engineers as well as ensuring experience that is relevant, insightful and effective facilitation and moderator services to Oregon City School District.
Unique set of qualifications as facilitator around long range capital planning since 1998 for Oregon City School District #62
Former k-12 public school teacher and administrator
Key contributor / facilitator for the 2000 Bond election
Assisted with 2018 bond levy and program
Worked with current architect of record for the 2018 Bond
Knowledgeable of history with Oregon City School District policies and procedures
Available to work with upcoming Phase 3 Bond Architect once selected
Has decades of experience throughout the Pacific Northwest working with other K-12 school districts
Any Affected Person may protest this determination within seven (7) calendar days, from the date of this posting, in accordance with OAR 137-047-0710.
