Request For Proposals: Oregon City School District Construction Project Management Services

Notice is hereby given that Oregon City School District is seeking proposals from qualified construction project management firms interested in providing project management services to assist staff in implementing construction projects to be funded by a $163 million bond levy that that was voted on November 5, 2024.

The Oregon City School District began a three phased bond approach to updating and modernizing our schools. The 2000 bond funded a new high school for the community. The 2018 bond funded a complete renovation of Tumwata Middle School and a brand new Gardiner Middle School, along with critical security updates in every school in the district. In the third phase, we seek to address significant health, safety, and educational inadequacies in the district’s six elementary schools. The District is seeking to establish a pool of construction project managers to assist staff in the planning, design, bidding and construction supervision of the aforementioned projects.

Sealed proposals will be submitted to Kim Davis, Bond and Operations Coordinator, Oregon City School District, Administration Office, 1417 12th Street, Oregon City, OR 97045, before 2:00 p.m. PST, on January 14, 2025. Late proposals will not be accepted.

A MANDATORY Pre-Proposal Conference will be held at 10:00 a.m. PDT on December 17, 2024 at the Oregon City School District Transportation and Maintenance Facility located at 14551 Meyers Rd., Oregon City, OR 97045. Please pre-register for this meeting by emailing Kimberly.davis@orecity.k12.or.us. A map for site visits will be provided at the beginning of the meeting.

All proposals shall be submitted as set forth in Section I – Instructions to Proposers. Proposers are responsible for submitting proposals in the manner, format, and to the delivery point required by the District. Proposals will be submitted and will be inspected for basic documents submitted. No reading of the proposals will be conducted or announcement of specifics will be discussed.

Attention is called to the provisions of the Oregon Statutes, Chapter 279. The bidder must indicate if bidder is a resident bidder as defined in ORS 279A.120 and if the contractor and subcontractors are licensed under ORS 701.005 – 701.055.

Oregon City School District reserves the right to reject any or all proposals not in compliance with all prescribed public bidding procedures and requirements, and may reject for good cause any or all proposals upon a finding of the District if it is in the public interest to do so.
