Position Summary:
The Chief Financial Officer works with the Superintendent to provide leadership and oversight for the business services and finance operations of the District in such a way as to provide the best possible educational support services with the financial resources available. This position serves as the lead in developing, implementing, and controlling the District’s budget, as well as monitoring daily accounting transactions, which include payroll, accounts receivable, accounts payable, and purchasing.
Essential Functions:
1. Supervise the management of the financial affairs of District schools and departments, including assistance with budget development and long-range financial planning.
2. Establish and supervises a program of accounting adequate to record in detail all money and credit transactions.
3. Supervise all accounting, payroll and purchasing operations.
4. Act as payroll officer for the District.
5. Supervise the collection, safekeeping, and distribution of all funds.
6. Administer a budget control system for the District.
7. Act as advisor to the Director of Operations and the Superintendent on questions relating to the business and financial affairs of the District.
8. Assist in recruiting, hiring, training, supervising, and evaluating all clerical, financial, and support staff personnel.
9. Arrange for the internal auditing of school accounts.
10. Manage the building resource allocation processes.
11. Assist in the interpretation of the financial concerns of the District to the community.
12. Performs other duties as assigned.

4. Maintain the integrity of confidential information relating to students, staff, and District patrons.

Knowledge, Skills, and Abilities:
1. Ability to exercise some independent judgment while adhering to prescribed policies and procedures and perform the essential functions of the position with minimal supervision.
2. Ability to establish and maintain effective professional relationships and work in partnership with supervisors, other staff, students, and the general public.
3. Ability to demonstrate professionalism in dress, speech and manner appropriate to the assignment and work setting.
Minimum Qualifications:
1. Successful completion of criminal history records check, as required by law.
2. Bachelor’s degree or equivalent experience in Business Administration.
3. Minimum of five years experience in business function, to include emphasis in accounting, or an equivalent combination of training and experience.
4. Demonstrated proficiency in supervisory experience.
5. Familiarity with Oregon school finance and administration and Oregon budget law.
6. Such alternatives to the above qualifications as the Board may find appropriate and acceptable.
Preferred Qualifications:
1. Bilingual Spanish.
2. Strong lens on educational equity and serving the needs of diverse students.
