Position Summary:
The Director of Human Resources works with the Superintendent to plan, coordinate, and supervise the operation of the Human Resources Department, including the recruitment, screening, placement of staff, collective bargaining, contract administration, and professional growth.
Essential Functions:
1. Formulate and implement a program for recruiting, selecting, interviewing and placing licensed and classified employees, including vacancy information, processing applications, verification of qualifications, referrals to appropriate potential site supervisors, and the development of all assignments, transfers, dismissals, promotions and employment recommendations for Board of Education action as appropriate.
2. Coordinate staff assignments and transfers.
3. Maintain adequate records of personnel.
4. Supervise the recruitment and placement of substitute staff.
5. Provide the Business Office with information necessary for proper payment of salaries, wages, and benefits for both classified and licensed staff.
6. Coordinate the District’s collective bargaining process and participate as a member of the negotiating team.
7. Coordinate the District’s evaluation process for all District classified and licensed employees.
8. Coordinate the District’s Affirmative Action and non-discrimination personnel activities.
9. Provide necessary processing for issuance and renewal of state certification, and provide licensure information for the state and federal reports.
10. Serve as a continuing member of the Staff Development committee.
11. Attend regular meetings of the Superintendent’s staff and serve actively to improve communication, cooperation, and planning.
12. Counsel and advise applicants and probationary and contracted personnel.
13. Respond to questionnaires, surveys, and correspondence from research or professional organizations requesting information on the District’s personnel program and to requests of District personnel on matters not clearly covered by regulation, policy, or legislation.
14. Assist the Superintendent in the area of administration.
a. Assist in all efforts to interpret the educational programs to the patrons of the District.
b. Work as a team with District office administrators.
c. Consult with administrative staff on all matters directly affecting their duties.
d. Attend all meetings of the Board as advisor to the Superintendent, unless requested otherwise by the Superintendent.
e. Support the Superintendent in overall administrative efforts; interpret their ideas and decisions to staff and public; keep them informed of pertinent developments and events, and seek their counsel on decisions as necessary.

1. Ability to exercise independent judgment while adhering to prescribed policies and procedures and perform the essential functions of the position with minimal supervision.
2. Ability to establish and maintain effective professional relationships and work in partnership with the Superintendent, other staff, students, and the general public.
3. Ability to demonstrate professionalism in dress, speech and manner appropriate to the assignment and work setting.
Minimum Qualifications:
1. Successful completion of criminal history records check, as required by law.
2. Master’s degree or higher in education.
3. Valid Oregon administrative certificate.
4. Minimum of five (5) years successful teaching/administrative experience, or a combination of both, in public education.
5. Experience with collective bargaining and contract administration.
6. Strong oral and written communication skills.
7. Personal skills, including empathy, problem solving, and decision-making.
8. Such alternatives to the above qualifications as the Board may find appropriate and acceptable.
