District Buyer
qualifications:
1. Knowledge of purchasing procedures for a school district.
2. Familiarity with all types of school materials, supplies and equipment.
3. Ability to prepare bid specifications.
4. Respond to demands of time; use oral and written communications.
5. Two years of experience in a purchasing position, preferably in a government entity; shall have a business related degree or sufficient experience in lieu of degree, or a combination of both.
6. Bachelor's Degree in Business Administration or Supply Chain Management preferred. Desirable: NIGP certification or CBPB certification.
7. Knowledge of applicable laws including Oregon Administrative Rules for public purchasing.
8. Work harmoniously with staff and public.

This position does not normally have the responsibility of any supervision.
job goal:
Shall purchase in accordance with all applicable laws, Local Contract Review Board (LCRB) rules and Board policy in such a way as to ensure the District receives maximum dividends for dollars spent.
performance responsibilities:
1. Under the general direction of the Chief Financial Officer (CFO) and Accounting Supervisor, purchases for the District including the writing of specifications, advertising of bids, writing of contracts and other agreements involving purchases of materials and services by the District.
2. Coordinates the distribution of purchased materials and equipment.
3. Responsible for coordinating the inspection, testing and evaluation of materials presented in bid samples.
4. Maintains records required by District policy or state statute including bid files.
5. Manages the issuance of purchasing cards under the oversight of the Accounting Supervisor.
6. Maintains liaison communication with individual schools and departments regarding procurement needs.
7. Responsible for all clerical work related to requisitions and purchase orders.
8. Performs related duties as directed by the CFO.
terms of employment:
Twelve-month year, as agreed. Salary to be established by the labor agreement and ratified by the Board of Education.
evaluation:
Performance of this job will be evaluated by the CFO in accordance with provisions of the Board's policy on evaluation.
