Learning Specialist/Case Manager


QUALIFICATIONS:

1. Master’s Degree

2. Current TSPC Licensure with Special Education endorsement.

3. Such alternatives to the above qualification as the Board may find appropriate and acceptable

4. Strong ability for collaboration

5. Knowledge of 2nd language acquisition

6. Good communication skills, written and oral

7. Strong organizational and time management skills.

Principal, Director of Special Services

SUPERVISES:

Special Education Instructional Assistants

JOB GOAL:

To provide for the special educational needs of identified students.

PERFORMANCE RESPONSIBILITIES:

1. The resource room specialist assumes primary responsibility for:

a. Planning the student’s program by selecting specific activities, materials, and methods as related to diagnostic findings and recommendations of the evaluation team.

b. Scheduling the student for time in inclusion opportunities and resource classes as required to implement IEP.

2. The Learning Specialist/Case Manager assists students who are identified with special education needs in the following ways:

a. Case manages and coordinates the IEP process for all students on caseload.

b. Confers with parents, administrators, and other professionals to develop IEPs designed to promote students’ educational, physical, and social/emotional development.

c. The Learning Specialist maintains and provides reasonable and meaningful student grading, progress monitoring and evaluation consistent with school and district policy and regularly and effectively communicates such information to students and parents.

d. Schedules and manages the activities of Instructional Assistants. Delegates duties to Instructional Assistants, and monitors effectiveness, providing direction and training as needed.

e. Serves as a member of multidisciplinary teams.

f. Maintain close and frequent communication with parents, guardians, concerned agencies and outside professional agencies.

g. Regularly communicates with general education teachers in regards to specific IEP needs of students within general education classroom environments. Counsels teachers on effective modifications, and assists with ensuring that students are receiving the instructional support as identified on the student’s IEP.

h. Serves as an expert resource on the application of Special Education law under IDEA in the classroom and appropriate instructional strategies.

i. Plans goals based on grade-level standards that are meaningful and differentiated to meet students’ individual needs.

j. Communicates effectively with parents/guardians, students and other staff regarding student progress (behavioral and academic).

k. Uses observable systems and routines for recording and using student assessment data.

l. Maintains student records as required by the District and/or the school.

m. Modifies the general education curriculum for students with disabilities based upon a variety of instructional techniques and technologies.

n. Maintains effective working relationships with other members of the Department as well as other school personnel and community members, including those from diverse cultures or backgrounds or those who speak limited or no English.

o. Perform other tasks as assigned.

TERMS OF EMPLOYMENT:

Salary and work year to be established in accordance with the certified collective bargaining agreement.

EVALUATION:

Performance of this job will be evaluated annually in accordance with the provisions of the Board’s policy on evaluation.
