TOSA: EL (English Learner)
QUALIFICATIONS:
1. Valid Oregon teaching license
2. Bilingual in Spanish and English required.
3. Valid first aid card.
4. Strong written and oral communication skills in English and Spanish.
5. Knowledge of EL and Migrant Programs.
6. Experience in providing professional development in effective instructional strategies to meet the needs of ELs
7. Experience working effectively with parents and community members
8. Formal and informal education or training sufficient to perform job.

JOB GOAL:
To work in collaboration with the EL Coordinator and building and district administrators to deliver ongoing professional development and support of sheltered instruction strategies for district staff. This position will also work with the district family liaison and the regional Migrant recruiter to communicate with and support the engagement and involvement of EL and Migrant families and help the school district organize and support parent-family outreach, communication and engagement.
PERFORMANCE RESPONSIBILITIES:
1. Work collaboratively with the EL Coordinator, district TOSAs and the Clackamas ESD to design, deliver and support professional development for teachers and administrators in effective teaching strategies to meet the needs of EL ( Sheltered Instruction, specifically Building Academic Language BAL).
2. Wok with school teams to organize and provide ongoing follow-up support of the implementation of learned BAL strategies in classrooms.
3. Support teachers in learning skills to develop the limited English proficient student's receptive and expressive oral language skills in his/her second language: English.
4. Support teacher in learning skills to develop the limited English proficient student’s reading , writing, and academic language skills in his/her second language: English.
5. Work with administration and EL program staff to support the growth, training and support of ELD teachers.
6. Participate in planning and implementing in-service and staff development for mainstream teachers and other staff to understand collective and individual needs of EL students and help develop strategies to accommodate those needs.
7. Work with the district leadership in developing community outreach and community forums to enhance communication and engagement of EL families in schools.
8. Work effectively with EL parents and inform them of ways that they can be involved in their children’s education.
9. Work with the Clackamas ESD EL/Migrant programs to coordinate supports for Migrant families and services provided by Title 1-C.
10. Provide leadership for the EL Parent Advisory Committee (PAC) in developing parent engagement skills and opportunities.
11. Engage actively in the ongoing equity work in the OCSD.
12. Work collaboratively and cooperatively with the District EL Coordinator and Director of Special Programs, in concert with the building and district administration, to carryout the required activities and expectations of the approved EL Plan.
TERMS OF EMPLOYMENT:
As agreed. Salary to be established by the labor agreement and ratified by the Board of Education.
EVALUATION:
Performance of this job will be evaluated annually by the supervising administrator in accordance with the Board’s policy on evaluation.
